Sources within the Vadodara Municipal Corporation (VMC) have revealed evidence indicating that M/s Kotia Projects, the developer, was initially dismissed by the civic council in 2015 before receiving approval to rehabilitate Harni Motnath Lake. The company, which primarily serves the food industry, had never before worked on any type of recreational infrastructure project, according to those who are aware of the specifics. “The work of development of ponds on a PPP model was put forth in (VMC’s) General Board on February 20, 2016, and 14 out of 76 councillors voted against the development of ponds on a PPP basis… instead to be developed by the municipal corporation,” stated Congress’s Ami Ravat, the leader of the opposition in the VMC, who had demanded a vigilance inquiry against the project in 2016. The topic is noted in the meeting minutes, but it was not authorized by a majority vote.

At the VMC General Board meeting on September 12, 2016, it was decided to award M/S Kotia Projects the PPP for the reconstruction of Harni Lake. The PPP tender covered 5,686 square meters of land, valued at about Rs 17 crore, in exchange for a 30-year rent payment of one rupee. The pond’s development was expected to cost the developer Rs 5.4 crore.
