The study emphasized violent instruction and unlawful acts; around $75,000 in public dollars were used to send 240 New Jersey police officers to the conference.
Videos from the event showed instructors endorsing arbitrary, pointless car stops as well as extended, illegal traffic stops. In addition, the study condemned language that was deemed unfit for a professional environment and the promotion of a violent “warrior” mindset.
