In 1998, Baker became the CEO of Harvard Vanguard Medical Associates. He later became the CEO of Harvard Pilgrim Healthcare, which is a non-profit organisation. From 2004 to 2007, Baker was the selectman of Swampscott, Massachusetts.

In 2010, he ran against the Democratic candidate for governor of Massachusetts, Deval Patrick, but lost. He then went to work for the investment firm General Catalyst. Baker announced in December 2021 that he wouldn’t run for office again. His term will end on January 5, 2023.
