“On this part of the song Kendrick uses it as call and response just like the old school rappers who used to scream out “Say Hoooooo” to the crowd,” he said.

Saying “Say Hoooooo” is considered as a common way to get the audience involved in live performances. The audience yells “Hoooooo” in response to the rapper’s call to “Say Hoooooo” in a call-and-response style. This gives the performance more energy and helps in fostering a bond between the artist and the audience.
