Previously, Faesal, the first UPSC topper from Jammu and Kashmir, hinted at a possible comeback to government service on Wednesday. He talked about how his idealism failed him down in 2019 when he resigned from the administration to enter politics in a series of tweets. He said,

8 months of my life (Jan 2019-Aug 2019) created so much baggage that I was almost finished. While chasing a chimera, I lost almost everything that I had built over the years. Job. Friends. Reputation. Public goodwill. But I never lost hope. My idealism had let me down.

He added,

But I had faith in myself. That I would undo the mistakes I had made. That life would give me another chance. A part of me is exhausted with the memory of those 8 months and wants to erase that legacy. Much of it is already gone. Time will mop off the rest in believe.

Though Faesal did not elaborate on what he meant by “another chance,” speculations have been prevalent over the last year that he may return to government service as an IAS officer or in some advisory capacity to the lieutenant governor of Jammu and Kashmir.

Friends and former civil service colleagues flooded the reply section of his tweet to show their support for the IAS topper. So, here’s what we know about him:

Who Is Shah Faesal?

Former Indian politician and bureaucrat Shah Faesal who is aged 39 years hails from Jammu and Kashmir. In 2010, he made history by being the first Kashmiri to top the Indian Civil Services Examination. On January 9, 2019, he resigned from the Indian bureaucracy in protest, alleging “unprecedented deaths” in Kashmir among other reasons.

He was born on 17 May 1983 in Jammu and Kashmir’s Kupwara district, in the Sogam region of Lolab Valley. Ghulam Rasool Shah, his father, was a teacher who was assassinated by terrorists in 2002. His mother, Mubeena Shah, and grandparents were also teachers.

He graduated from Jhelum Valley Medical College in 2008. He studied at the Sher-I-Kashmir Institute of Medical Sciences (SKIMS) in Srinagar with a bachelor’s degree in medicine and a master’s degree in Urdu. He completed his MBBS at the age of 26 and retired from IAS at the age of 35. He was a Fulbright-Fellowship recipient at Harvard Kennedy School in 2018.

Shah Faesal is married to KAS officer Iram Rashid, and they have a son named Jami Faesal. Presently, he is just 38 years old.

His Career

Shah Faesal began his profession as a physician. He later topped the UPSC examination in 2009 and left the service in January 2019 over several issues.

In March of that year, he formed his own political party, the “Jammu and Kashmir People’s Movement,” with the intention of contesting the next assembly elections.

On August 5, 2019, he was detained following the repeal of Article 370 and the division of Jammu and Kashmir into union territories. It looks like he will now continue his duty as IAS as his resignation is still not accepted. While his current posting isn’t known, he is back on the rolls of Jammu and Kashmir Government after the Government of India reinstated him to Indian Administrative Services and has joined the General Administration Department in Jammu and Kashmir.
