To crack down on willful time-wasting and foul play across the English top tier, the 2023–24 Premier League season will feature several rule changes.

According to the revised rules, referees will have zero tolerance for players who make overt attempts to stall games and cause chaos, including cynically delaying opponent free-kicks.
Since the beginning of the campaign, there has been an increase in yellow and red cards as referees attempt to enforce the new rules firmly and lengthen the amount of extra time at the conclusion of games as a result.
Rules for Premier League yellow- and red-card suspensions
With two yellow cards in a game equaling a red, and a player being immediately dismissed, standard in-game rules apply in Premier League activity.
Two yellow cards will result in an immediate one-game Premier League suspension, while a straight red card will result in a three-game suspension. In cases involving aggressive behaviour, the length of the suspension may be raised or shortened.
For a season’s worth of yellow cards, there are also restrictions in place for suspensions. If a player receives five yellow cards within the first 19 games of the season, they will be punished for one game; if they receive 10 yellow cards before/including the 32nd game of the season, they will be suspended for two more games.

The Premier League season of 2023–24 may establish a new standard for yellow and red cards. The most Premier League cautions issued in a single season are 96, set by Leeds United in 2021–2022.
