Saquib Nachan, the purported commander and head of the ISIS cell, is among the people who have been arrested. He was giving new recruits the oath, or “bayath,” in which they swore loyalty to the ISIS Khalifa. The NIA claims that Saquib actively participated in terrorist actions, including making IEDs, to further the murderous objective of ISIS, under the supervision of foreign handlers.
Investigations by the NIA have also shown that the principal accused, Saquib, and every member of the ISIS Maharashtra module were purportedly based in Padgha-Borivali, where they conceptualized their plan to incite terror and commit violent crimes throughout India.
ISIS’s preliminary investigations into Khilafat, the group that pursues violent Jihad, have also shown that Saquib Nachan, one of the jailed suspects, self-declared the village of Padgha in rural Thane as “Al Sham” and a “liberated zone.”
