Who Is Rinku Dugga?
Rinku Dhugga is one of the most influential bureaucrats in India. She is an AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territories) cadre IAS officer like her husband. She is from the batch of 1994. While her exact age isn’t known, she is believed to be aged 45-50 years. She and Sanjeev have two sons.
She hails from Haryana and is currently living in Delhi. Delhi, Goa, Chandigarh, and Arunachal Pradesh are among the states where she has served.
Her husband Sanjeev Khirwar is also an IAS officer from the same cadre. They were also stationed in Delhi together under the central government’s spouse posting directive, which has now been revoked as they both are embroiled in a major controversy.

The Indian Express article, which included an image of Dugga and his husband Khirwar, as well as a video of them on the stadium tracks with their dog, aroused uproar across political lines.
According to The Indian Express, athletes and trainers at the Delhi government-run Thyagraj Stadium have been complaining for the past several months over being forced to complete training earlier than usual at 7 p.m. According to them, this was done so that IAS official Sanjeev Khirwar could take his dog for a walk at the stadium.
On the other hand, Dugga and her husband denied the allegations, labelling them as misleading.

While her husband has been transferred to Ladakh, Rinku has been transferred to Arunachal Pradesh.
The bureaucrat couple’s removal was ordered due to their apparent abuse of power and position in Delhi and the recent event has exposed the IAS couple’s immorality and snobbish behaviour.
The move is viewed as a punitive action because both husband and wife were previously assigned to the same place via the central government’s ‘spouse posting’ provision, but will now be sent to different locations as a result of the transfer.
As a result, their relocation to two separate places is viewed as a kind of punishment because they now have lived without each other.
Furthermore, until serious complaints are made against an administrative official, no disciplinary action can be taken against them other than transfer.
