Kulwinderjit Singh, commonly known as “Khanpuria,” has ties to terrorist organisations like the Khalistan Liberation Force and Babbar Khalsa International (BKI) (KLF). Shortly after arriving from Bangkok, Thailand, on Friday, he was arrested at the Indira Gandhi International Airport, according to the official.

Kulwinderjit Singh has been sought after in relation to numerous terrorist investigations, including a plot to commit targeted assassinations in Punjab. He has been evading capture, say authorities, since 2019. After he vanished, the NIA offered a cash reward of Rs. 5 lakh for information that would result in his capture.

He was also linked to a bomb bombing case in New Delhi’s Connaught Place and allegedly carried out grenade assaults in several states in the 1990s. Khanpuria targeted senior employees of the Bhakra Beas Management Board in Chandigarh with the intention of sowing terror in Punjab. According to NIA, “Khanpuria has also conducted reconnaissance of several of the targets.”

Police Complaints Against Kulwinderjit Khanpuriya

Investigations have shown that Kulwinderjit Khanpuria carry out terrorist activities in India by hitting locations associated with Dera Sacha Sauda and those that are associated with Punjab’s Police and Security. With the overarching goal of spreading terror throughout the nation, he was also targeting senior officers of the Bhakra Beas Management Board, Chandigarh. Additionally, he was accused of conducting reconnaissance on several of the targets. The complaint was first filed on May 30, 2019, at Police Station State Special Operation Cell (SSOC), Amritsar, and was later amended by the National Investigation Agency (NIA) as RC-14/2019/NIA/DLI on June 27, 2019.

The NIA Special Court in Punjab determined Khanpuria to be a proclaimed offender (PO), at which point Interpol issued a Red Corner Notice and a Look Out Circular (LOCu) for his arrest.

A cash reward of 5 lakh had also been announced by the NIA for information that resulted in his capture. On November 21, 2019, an absconder complaint was filed against him. Notably, four of Khanpuria’s co-accused conspirators had already been detained after it was discovered they were in possession of weapons and ammunition.
