The Manipur governor has ordered IPS Shri Rajiv Singh to take charge of the DGP post after Shri P. Doungel was transferred as the OSD. Rajiv Singh earlier served as the Inspector General of the Central Reserve Police Force. He is transferred for a period of three years to the new post of DGP as per a special case in public interest.

DGP P Doungel career and latest news
Due to massive tension in the Manipur state, senior IPS officer Rajiv Singh is given charge of the post of DGP. The earlier DGP, P Doungel has been transferred by the MHA to the post of OSD, (Ministry of Home Affairs). Rajiv Singh is a 1993-batch IPS officer of the Tripura cadre.
The transfer of DGP P Doungel comes at a time when Manipur is suffering from conflict and violence which has broken out on May 3. The toll of deaths which has 30 has climbed to 80. The state witnessed a sudden spurt in clashes and firing between militants and security forces on Sunday.
The ethnic violence has been first broken out in Manipur after the ‘Tribal Solidarity March’ was organized in hill districts on the 30th of May 2023 to protest the Meitei community’s demand for Scheduled Tribe (ST) status. The violence was preceded by tension over the eviction of Kuki villagers from reserved forest land, which has led to a series of smaller agitations.
DGP P Doungel got allotted to his post in 1987. He was serving as the DGP of Manipur. He has done bachelor’s in arts from a local college in Manipur. He was awarded with 2nd Bar to PSDM in 1995 and 1st Bar to PSDM in 1990.
He is the son of former minister Chungkhokai Doungel, and elder brother Christopher Doungel, also an IPS officer an ADGP and managing director of Manipur Police Housing Corporation Limited. While his DOB isn’t known, he is aged between 50-60 years.
His father, C Doungel, a former Manipur state minister, was a Kuki leader. P Doungel’s full name isn’t known.

P Doungel got side-lined by the government of Manipur when Kuldeep Singh was appointed as the security advisor. Kuldeep Singh is CRPF Director General. When Amit Shah visited Manipur on May 29, 2023, Doungal was not a part of the security review meetings. Chief Minister.
