On the eve of the New Year, Devyani Khobragade who is an Indian Foreign Service (IFS) officer appeared on social media in a picture shoot dressed traditionally in Cambodian clothing. Back in 2013, she was at the core of a dispute that incited hostilities between India and the United States.

50-year-old Devyani Khobragade was born in 1974 to an IAS officer named Uttam Khobragade. Devyani attended the Mount Carmel High School and Seth Gordhandas Sunderdas Medical College. King Edward Memorial Hospital awarded her a medical degree.
After school, she pursued a MBBS degree from the Seth GS medical college and KEM hospital in Mumbai.
She is married to Aakash Singh Rathore who is an American citizen. Her husband works at University of Luiss, Italy. The couple is blessed with two kids Amaya Singh Khobragade and Shaira Singh Khobragade.
Devyani Khobragade is a 1999 batch Indian Foreign Service officer. She has worked for India as a diplomat at embassies in New York, Berlin, Rome, and Islamabad. For all the wrong reasons, Devyani Khobragade’s diplomatic posting in New York brought her into the public eye. She was taken into custody on suspicion of obtaining a fraudulent visa and making “false” statements.

On December 12, 2013, the US attorney for the Southern District of New York (SDNY) filed charges against Devyani Khobragade.
Devyani Khobragade was also accused in a different scandal of paying her domestic help less than the US minimum wage. She refuted the accusations, calling them “false and baseless,” nevertheless. A US judge later dropped the accusations, claiming diplomatic immunity.
When India rejected America’s plea to lift her diplomatic immunity at the time, she took a plane back to her native country. The dispute over Devyani Khobragade caused a rough patch in the diplomatic relations between the US and India, as New Delhi reduced the privileges of some US diplomats stationed there. In response, the United States withdrew one of its diplomats from the nation.

Devyani Khobragade who is the current Indian ambassador to Cambodia sent greetings to the nation in a very special way. The post was posted on X. She was seen dressed as “Khmer Apsara” in the post.
The post read, “Ambassador Devyani Khobragade has a deep admiration for Khmer culture and tradition. Embracing the spirit of Khmer New Year, she elegantly dressed as a Khmer Apsara, embodying the rich bond of our civilizations. Wishing all our Cambodia friends a joyous Khmer New Year celebration.”
