Heeralal Samariya, a 1985 batch IAS officer, is India’s new Chief Information Commissioner. Born in Pahadi, a small remote village in Rajasthan’s Bharatpur, he is the first Dalit to hold the post.

Indian President Droupadi Murmu administered the oath-taking ceremony, and Heeralal is notably the first Dalit to hold the esteemed position.
Heeralal Samariya appointed as new chief of the Central Information Commission (CIC)
The Central Government has officially appointed Information Commissioner Heeralal Samariya as the new chief of the Central Information Commission (CIC). Following his appointment, there are still eight seats for Information Commissioners available. There are currently only two Information Commissioners in the Commission at the moment. The CIC generally consists of a maximum of 10 Information Commissioners, and the Chief Information Commissioner heads the Commission.
Samariya’s appointment came after the Supreme Court issued an order on October 30 to the central and state governments to fill up the post. The order cited was to implement the 2005 Right to Information if it failed to do so. For Samariya’s appointment, a bench comprising Chief Justice D.Y. Chandrachud and Justices J.B. Pardiwala and Manoj Misra directed the Department of Personnel and Training (DoPT). The DoPT gathered data from across all states on a number of vacancies, sanctioned SIC strength, as well as overall pending cases.
The President of India, generally appoints the CIC following the recommendation of a committee. The committee consists of the prime minister, the head of the opposition in the Lok Sabha, as well as several cabinet ministers, who are selected by the prime minister.

IAS Heeralal Samariya was born on September 14, 1960, in a remote village called Pahadi in Bharatpur, Rajasthan but details about his family aren’t known. He belongs to the Dalit community and is, in fact, the first Dalit person in India to be appointed as the Chief Information Commissioner of India.

Prior to his new role, Heeralal was appointed as an Information Commissioner in the CIC, back on November 7, 2020. Aside from that, Samaria has had an illustrious career, having served in so many posts across varied fields. He has previously served as Additional Secretary of the Ministry of Labour and Employment, and as Joint Secretary of the Ministry of Chemicals and Fertilizers. He has also served as Commissioner of Commercial Taxes, Telangana. Heeralal was once the Chairman and MD of Transmission Corporation of A.P. (TransCo).
