Have a look at the biography and education of IAS Deepak Kumar Mishra
Many have referred to the clock tower, which looks like a simple white square box with a simple clock face on top of a simple white pillar, as a prime example of Bihar’s corrupt civic projects.
After allegedly ceasing to function within a day of its inauguration, a recently erected clock tower in Bihar Sharif has become the target of social media jokes and ridicule. The building, which many estimated to have cost Rs 40 lakh, was criticized for its shoddy finish and antiquated design.

People noted that the Clock Tower stopped functioning a day after it was revealed during Chief Minister Nitish Kumar’s Pragati Yatra, which caused it to become viral. The public were dissatisfied with the tower’s antiquated design, shoddy paint job, and early malfunction.
Online, several people made fun of it, calling it an “eyesore” and drawing comparisons to school assignments.
Clock Tower cost
The assertion that Rs 40 lakh had been spent on the clock tower was one of the main causes of indignation. In comparison to much grander clock towers constructed at comparable prices; people questioned how such an unremarkable-looking monument could cost so much.
In a statement, Bihar Sharif Smart City Limited denied rumours that the clock tower cost Rs 40 lakh, calling them “rumours”.
“Some media handles are spreading rumours that the clock tower in Bihar Sharif has been constructed at a cost of Rs 40 lakh. Please stay away from such rumours,” the statement read.
Deepak Kumar Mishra, the Bihar Sharif Municipal Commissioner, explained to The Indian Express that the clock tower was constructed for Rs 20 lakh, not Rs 40 lakh.
In a day’s time after its setup, the clock stopped ticking and it is said that thieves barged into the structure to steal copper wires. The time it displayed twice a day correctly was 4:20.
Once the reviews of the clock tower poured in, a section of users on X took it upon themself to find Bihar Sharif’s Municipal Commissioner Deepak Kumar Mishra account on the platform and thanked the IAS-alum for the gift that was the structure.
As the posts tagging Mishra piled up, his account appeared to be protected at one point before the IAS deactivated his account completely.
Days after it was momentarily put into service, the clock tower ceased functioning after a cable was stolen, according to Mr. Mishra. He said that because the project is still in progress, the clock tower has not yet been formally inaugurated.
The building was not finished, the Bihar Sharif Smart City board added. “All of you are informed that the design of this clock tower has not been finalised yet and its construction work has also not been completed,” they continued.
