The Appointments Committee of the Cabinet has granted approval for his repatriation to his parent cadre based on the Ministry of Home Affairs’ request. Officials suggest that he is likely to be appointed as the chief secretary of Jammu and Kashmir.

The current chief secretary of Jammu and Kashmir, Arun Kumar Mehta, is set to retire at the end of this month upon reaching the age of 60. The premature repatriation of Atal Dulloo strongly indicates his potential appointment as the new Chief Secretary of Jammu and Kashmir.
The top administrative position in the Jammu and Kashmir administration is expected to become vacant later this month when the incumbent, AK Mehta, retires on November 30, 2023.
According to an order issued by the Government of India on Monday afternoon, “The Appointments Committee of the Cabinet has approved the repatriation of Shri Atal Dulloo, IAS (UT:89), Secretary, Department of Border Management, to his parent cadre on the request of the Ministry of Home Affairs.”
Who’s Atal Dulloo?
Atal Dulloo, aged 57, was the Financial Commissioner (Additional Chief Secretary) of the Agriculture Production Department when he was seconded to central deputation for the second time.
Dulloo was born on October 24, 1966 in the Valley and is a senior civil servant belonging to J&K. Details about his family and wife aren’t known.
He belongs to the 1989 batch of the erstwhile Jammu and Kashmir cadre, and his central deputation commenced on July 1, 2023. Sources indicate that Dulloo’s repatriation was recommended by certain individuals in the policy-making circle, considering his status as the sole local officer of the requisite rank vying for the top position.
Additionally, he is among the few officers familiar with various regions in Jammu and Kashmir, having served in multiple districts before joining the civil secretariat. With the exception of five years, his entire career has been dedicated to Jammu and Kashmir, encompassing roles from a sub-divisional magistrate in Ladakh.
On August 24, 2018, the Appointment Committee of the Cabinet approved the return of three senior IAS officers of the Jammu and Kashmir cadre, including Atal Dulloo, from central deputation to the erstwhile state.
Dulloo had spent five years on central deputation as Joint Secretary in the Department of Rural Development.
