On Monday, July 17, the Prime Minister’s Office (PMO) made the announcement of the resignations of Tan Chuan-Jin and Chang Li Hui. However, the office did not give any details as to why they resigned. 

Later, at a press conference, Prime Minister Lee Hsien Loong claimed that Mr Tan and Ms Cheng had an “inappropriate relationship” and persisted in it despite being warned to stop. Mr Tan, 54, is already married and has two children, and Ms Cheng, 47, is unmarried. The couple was spoken to and counselled in February, but they decided to move ahead with their affair.

Miss Cheng Li Hui had worked for the last eight years as a Member of Parliament (MP) and had an association with the ruling People’s Action Party (PAP) stretching back two decades since she first started volunteering.

Who is Cheng Li Hui?

Cheng Li Hui is the third of five siblings and was born in 1976 in Singapore. She completed her education at Bukit Panjang Government High School and Anglo-Chinese Junior College. She graduated from the National University of Singapore with a Bachelor of Arts degree.

She is unmarried and single.

Cheng Li Hui’s Career In Her Father’s Business

In May 2010, she was appointed executive director of operations to the board of the engineering company Hai Leck Holdings, which is publicly traded.

The founder and CEO of the business is Cheng Buck Poh, 79, who also owns the majority of the stock.

In accordance with Singapore Exchange rules, Cheng’s siblings also owned stock in the company, and their pay range was made known to the general public. She held a variety of positions within the company.

From January 2012 to December 2017, she served as Hai Leck Holdings’ director and deputy chief executive officer. She had the responsibility of helping the chief executive monitor the group’s daily operations.

These duties included supporting the CEO in managing the group’s day-to-day activities. It also included businesses in scaffolding, corrosion prevention, insulation, refractory, and its maintenance division.

She is also the independent director at Sheng Siong. Before it merged with NTUC Fairprice in September 2019, she was a board member of NTUC Foodfare.

Cheng Li Hui’s First General Election in 2015

In the general election of 2015, Cheng made her political debut as a member of the PAP’s Tampines GRC team. Before entering the contested elections, she had only recently begun volunteering in Tampines East.

She was introduced as one of the two new candidates for the Tampines GRC alongside Desmond Choo, filling the seat left vacant by the former minister Mah Bow Tan.

In 2003, Cheng started working as a volunteer for the Bukit Panjang constituency. Additionally, she assisted with the PAP branch’s Meet-the-People events.

She has served as a councillor for the Northwest CDC since 2004 and was credited with 12 years of volunteer experience at the time of the 2015 election.

Cheng Li Hui as a Two-Term MP 

As a member of the Tampines GRC team led by Minister Masagos Zulkifli, Cheng ran in the GE2020 election as well. With 66.41 per cent of the vote, the incumbent People’s Action Party (PAP) triumphed in Tampines GRC, outperforming PAP’s nationwide average. Cheng Li Hui presided over the Tampines Town Council until resigning.

The mayor and fellow Tampines GRC MP Desmond Choo will now take over as chairman.
