The Delhi High Court asked the federal government if Professor Ashok Swain, who is located in Sweden, might be given a temporary visa in order to request an early hearing of his appeal contesting the revocation of his overseas citizen of India (OCI) status.
Because Swain had been discovered engaging in “illegal activities inimical” to the interests of India’s sovereignty, integrity, and security, the Center had revoked his OCI registration. He is essentially prohibited from entering the country by the cancellation.

Swain’s attorney, Aadil Boparai, told Justice Sachin Datta that his 82-year-old mother “may not survive this winter” due to her physical condition and that the matter may be taken up next week, expressing urgency for his plea to be heard as he seeks to come to India from Sweden to visit his ailing mother.
Swain has submitted that his mother lives alone in Bhubaneswar, Odisha, and suffers from diabetes, high blood pressure, and various age-related ailments and has further submitted that owing to the OCI cancellation, he has been unable to meet his mother in the past five years.
In the petition, filed in 2023, Swain challenged a July 30, 2023, order from the Indian embassy in Sweden and Latvia that cancelled his OCI registration after the Embassy of India to Sweden and Latvia on February 8 last year year cancelled Swain’s OCI Card under Section 7D(e) of the Citizenship Act.
59-year-old Ashok Swain Sweden based professor was born in Odisha on 19 February 1965. He attended his rural school before graduating from Ravenshaw College in Cuttack, which is affiliated with Utkal University in Bhubaneswar, with a Bachelor of Arts degree. Details about his relationship status and if he has a wife or girlfriend aren’t known.
He then attended the University of Delhi for his Master of Arts degree. With a thesis titled Security of Small States in the International System, Swain earned his Ph.D. in 1991 from Jawaharlal Nehru University’s School of International Studies in New Delhi, India.
Ashok Swain is a Professor and Head of Department of the Department of Peace and Conflict Research and is the UNESCO Chair on International Water Cooperation, and the Director of Research School of International Water Cooperation at Uppsala University. He is also the founding Editor-in-Chief of ‘Environment and Security’ journal, published by Sage Publishing and Environmental Peacebuilding Association.

Ashok Swain is a Swedish scholar and public figure who was born in India. He teaches peace and conflict studies at Uppsala University’s Department of Peace and Conflict Studies in Uppsala, Sweden. He was named the first UNESCO Chair of Uppsala University and the UNESCO Chair on International Water Cooperation in 2017.
In addition, he leads Uppsala University’s Department of Conflict Research. He serves as the director of SIWI and Uppsala University’s Research School for International Water Cooperation.
