According to reports from the various news agencies and sources familiar with the situation, an IAS officer named Rinku Dugga, who was embroiled in controversy last year for allegedly clearing a stadium of athletes to accommodate her dog’s evening walk, has been retired by the government on compulsory grounds.

Who’s Rinku Dugga
The government holds the authority to retire any government employee if it deems it necessary in the public interest, as reported by PTI and the individuals they referenced.
This incident unfolded after Rinku Dugga and her husband, Sanjeev Khirwar, also a 1994-batch IAS officer, were transferred out of Delhi last year.
This transfer occurred following a report by The Indian Express, which alleged that athletes at the Thyagraj Stadium were being instructed to conclude their training early to accommodate the IAS couple’s dog for an evening walk at the facility.
The Ministry of Home Affairs had subsequently received a report from the Delhi chief secretary detailing the factual circumstances surrounding the claimed misuse of Thyagraj Stadium’s amenities by the couple.
This report provoked widespread indignation among athletes and the general public alike. While Sanjeev Khirwar, who held the position of principal secretary (revenue) within the Delhi government, was relocated to Ladakh, 54 year old Rinku Dugga assumed the role of Principal Secretary, Indigenous Affairs in Arunachal Pradesh.
It has now been reported by PTI that Rinku Dugga has been compelled into retirement under the provisions of Fundamental Rules (FR) 56(j) and Rule 48 of the Central Civil Services (CCS) Pension Rules of 1972, following an evaluation of her service history.
Controversy Background
In May of this year, officials at Delhi’s Thyagraj Stadium, which is run by the government, instructed athletes and coaches to conclude their training sessions early and vacate the premises.
This request was made to accommodate the senior IAS officers, Sanjeev Khirwar, the Principal Secretary (Revenue) of Delhi, and his wife Rinku Dugga, who is also an IAS officer. They wanted to use the stadium grounds for walking their pet dog in the evening.
This incident gained widespread attention when a photograph of the IAS couple walking their dog in the empty stadium was published in a newspaper and became viral. The athletes and coaches expressed their dissatisfaction, stating that they were forced to end their training sessions before 7 p.m. due to this request, which subsequently disrupted their training routines.
The parents of one of the aspiring athletes also condemned the incident as “unacceptable.” Consequently, several athletes relocated their training activities to the Sports Authority of India’s Jawaharlal Nehru Stadium, where floodlights were available after 7.30 p.m.
The public reacted with outrage over what was seen as a clear abuse of authority. As a consequence, Sanjeev Khirwar was transferred from Delhi to Ladakh, and Rinku Dugga was posted to Arunachal Pradesh, both by the Ministry of Home Affairs (MHA). This incident shed light on the misuse of authority and entitlement displayed by the IAS couple, leading to these actions taken against them in Delhi.
