Spoilers for One Piece chapter 1097 and raw scans suggest that the Sorbet Kingdom will play a significant role in the next chapter. Later in life, Kuma would ascend to the throne of the Sorbet Kingdom, but at the time, a different monarch reigned there and levied a heavy tax on his subjects to pay homage to the World Government.
There was a split in society, with one segment enjoying state protection and the other existing outside of it. Kuma was located in a restricted area.
Spoilers suggest that while One Piece chapter 1097 will be titled Ginny, the chapter will actually center on Dragon. With guidance from Dragon and Ivankov, the Revolutionary Army launched an assault on the Sorbet Kingdom and toppled its dictator. Kuma decided then and there to enlist in the revolutionary forces.

Then, in Chapter 1097 of One Piece, we learn that Dragon was formerly a Navy officer. Whether or not he is the son of Garp or married Garp’s daughter is still up for debate. However, it seems that their time in the Navy left them both feeling disappointed.
After leaving the Navy and seeing the lack of true justice there, Dragon took drastic action by establishing the Revolutionary Army. Both Kuma and Ginny had positions as leaders in the Revolutionary Army. The chapter ends on a surprising note, with Dragon learning that Ginny has been abducted.
Because of his blatant defiance of the World Government, Dragon has earned the reputation as the most dangerous man on the planet and the worst criminal in history. Even his own team members don’t know anything about him. Readers have not yet learned about his Devil Fruit abilities. However, that may be disclosed in the near future, getting readers excited for what’s to come.
