The United States also apprised some of its allies of the purported plot following Prime Minister Narendra Modi’s visit to Washington, D.C. in June.
NIA Raided Over 100 Locations
In May 2023, the National Investigation Agency (NIA) conducted raids at over 100 locations across six states, targeting associates of Jaswinder Singh Multani, an SFJ member implicated in a bomb placement near Model Burail Jail in Chandigarh the previous year.
Additionally, in December 2020, the NIA filed a second chargesheet against the Sikhs for Justice, including its chief, Gurpatwant Singh Pannun, underscoring the agency’s consistent efforts to curb SFJ and its affiliates.
Who is Gurpatwant Singh Pannun?
Gurpatwant Singh Pannun is a prominent figure in the Khalistan movement, advocating for the establishment of a separate state. As the founder of ‘Sikhs For Justice,’ his name frequently appears in reports detailing activities against India.
Pannun, born in the village of Khankot near Amritsar, studied law at Guru Nanak Dev University before fleeing to the United States in 2007 following allegations in the assassination of a Hindu leader.
His father, Mohinder Singh, previously worked for the Punjab State Agricultural Marketing Board, and his mother, Amarjit Kaur, is known. Pannun’s family, though not widely recognized in their village, possesses substantial assets, tracing their wealth to migration from Pakistan to Khankot during the Partition in 1947.
While nothing is known about his marital status, he is believed to be single and unmarried. However, this is not officially confirmed.

Charges
Facing charges in India, including sedition and terror-related accusations, Pannun’s Red Corner Notice request from Interpol was rejected. In June 2023, speculations arose about his disappearance in the United States, with rumors circulating on social media about his death in a road accident.
During the January 2021 agitation against farm bills, the National Investigation Agency in India initiated an FIR against Pannu, probing funding sources of various farmer leaders and activists associated with him.
