Although it appears to have been available since early June, not all users have yet received the feature.

How To Use The Instagram Priority Feature
To use the priority feature, make sure that you are using the latest version of the app. Visit the Apple Store or Google Play Store and update the application.
After updating, relaunch the app and visit the Direct Message window. The priority tag will automatically be visible under the names of your most frequently contact.
The new update has been getting a lot of negative response. There is no way to disable the “Priority” feature in the Instagram app’s settings yet.
