He decided not to get engaged with Hyunsung because he believed his failure was not a fluke. He was reenacting an argument with him and wondering why he had accepted the offer in the first place.
Jinwoo punched Siwoo in the face and told him they should work out their differences between themselves. Siwoo went to find Hyunsung before coming to Jinwoo and told him he knew Hyunsung didn’t have a plan. Siwoo expressed his desire to assist and chose to accompany him.
Hyunsung reminded Siwoo that he had sworn not to get engaged in dangerous conflicts. Furthermore Siwoo questioned Hyunsung about what he meant by it and encouraged him not to face Youngmin’s Gang alone.
Hyunsung told him that he understood Siwoo was concerned about him, but that even if he attempted to intervene, things would not improve.
Hyunsung remarked that if Siwoo came along, they would aim to maximise their numbers as much as possible. Siwoo informed him that if someone else intervened, the problem would not be fixed.
