Rau’s IAS Study Circle was created by Dr. S. Rau in the year 1953. During that time, some students approached him to study political science and after this, he started coaching in a small room in Hotel Palace Heights and Hailey Road in Connaught Place, Delhi.
VP Gupta is its current Chairman. He is the Chairman of Rau’s IAS Study Circle and Founder of the most popular digital music platform Bazm-e-Khas.

The owner, Abhishek Gupta, and the coordinator, Deshpal Singh, have been charged with culpable homicide and negligence, as per the Delhi police.

Earlier, in a statement, the deputy commissioner of police M Harsha Vardhan stated that they have registered an FIR in the caste at “Rajendra Nagar Police Station.”
As per Vardhan, the owner and coordinator of the IAS coaching institute is charged with the sections like culpable homicide, death caused by rash or negligent act.
Charges against Owner
As per the statement given by the authorities, the owner and coordinator of Rau IAS Study Circle is charged under sections 105 (culpable homicide), 106(1) (death caused by rash or negligent act not amounting to culpable homicide), 115(2) (punishment for voluntarily causing hurt), 290 (negligent conduct with respect to pulling down, repairing or constructing buildings), and 35 of the Bharatiya Nyaya Sanhita (BNS) and launched an investigation.

Additionally, the authorities revealed that the search operation have concluded and they have recovered three bodies from the basement.
The victims were Identified as 25-year-old Tania Soni, Shreya Yadav, and Nevin Dalwin. Delhi Mayor Shelly Oberoi ordered action against all coaching centers operating from building basements, stating these centers violate building bye-laws and norms.
Meanwhile, Rau’s IAS Study Circle expressed grief over the incident and pledged full cooperation with the ongoing investigation.

As per the official LinkedIn profile of, Abhishek Gupta, he was the CEO of Rau IAS Study Circle for past 15 years. Prior to working at the coaching institute, Gupta had worked at Jones Lang LaSalle from 2007 to 2008.
Abhishek also served as a Business Analyst for Evalueserve for approximately 11 months starting from March 2006. In addition, Gupta also has also worked as a Analyst at Watson Wyatt from 2004 to 2006.
He completed a degree in Finance from Saheed Sukhdev College of Business studies in 2004.
