Apprehended on July 16, 2023, Zuberi went by various aliases such as Sakima, Justin Hyche, and Justin Kouass. However, the arrest documents recognized him by his legal name. “Zuberi”, a term derived from Swahili meaning “Strong”, indicates African ancestry. Yet, in spite of the foreign-sounding name, his nationality is unequivocally American.

Reports detail a chilling modus operandi: Zuberi, allegedly posing as an undercover police officer, abducted a woman working in Seattle’s s*x trade on July 15. After an initial encounter, Zuberi deceived the woman with a counterfeit badge, falsely arresting her. She was then repeatedly assaulted during the journey to his Oregon home.

Here, she was locked in a makeshift cinder block cage, her freedom cruelly snatched away. In a fortunate turn of events, the victim managed a daring escape by breaking out of her prison. Frantic and desperate, she sought help from a passing motorist, leading to the rapid involvement of authorities.

The alarming discovery in the Negasi Zuberi case

In the wake of this escape, an investigation of Zuberi’s residence unveiled a sinister plot. Handwritten notes, referred to as “Operation Takeover”, were discovered, outlining nefarious designs. Disturbingly, they contained details of constructing a 100-foot-deep concrete block cell with foam insulation.

In light of this case, the FBI has released concerning details about Zuberi’s extensive criminal history. FBI Special Agent in Charge Stephanie Shark shed light on Zuberi’s movements over the last decade. Living in 10 different states, he allegedly targeted women across the country, often resorting to drugs or his undercover officer ruse.

Shark poignantly stated, “We are fortunate that this brave woman escaped and alerted authorities. While she may have helped protect future victims, sadly we have now linked Zuberi to several violent assaults in at least four states and we believe there may be many more.” The agency has now made a public appeal, urging any other potential victims or those with information about Negasi Zuberi to come forward.
