Time penalty for slow over-rate to fielding teams in IPL 2023

This year, the IPL have introduced as new rule, adding a time penalty for slow over-rate to fielding teams. According to the new rule, bowling teams will get only 90 minutes to bowl the entire innings.

Moreover, the 20th and final over of the innings should begin before the scheduled time reaches. However, as fans have seen, most teams do not comply with the time limit and often go beyond it.

However, the IPL have now added a new rule to combat this non-compliance of the time limit. Bowling teams often bowls too many extras or sometimes, the fielders changes their field setup to better combat the opposition. Teams often do this to deliberately slow the over-rate and hamper the batsmen’s rhythm.

As such, the IPL has introduced a new rule to combat this. As per the new rule, teams with a slow over-rate can only field upto four players outside the 30-yard circle. Moreover, the captains of the teams facing the penalty will also have to pay a fine from their matchday earnings.

Reason behind only four players allowed outside the circle

As stated above, when fielding teams do not reach the final over of an IPL match before the scheduled 90-minute time limit, the teams are not allowed to place more than four players outside the 30-yard circle.

The reason behind this is that by only allowing four players, the penalty gives an advantage to the batting team. The batting team will now have the advantage in the final overs by having more spots available to them to clear the boundary.
