The on-field umpire did not even go upstairs and straightaway turned down the appeal, here’s why: As per the law 38.3.1.2 of MCC, ‘Even if the non-striker had left his/her ground before the instant at which the bowler would normally have been expected to release the ball, once the bowler has reached that point it is no longer possible for the bowler to run out the non-striker under this Law.’
In this case, Harshal, the bowler had completed his action so whatever he did at that point onward, would not have counted and in order for Harshal to have affected a dismissal, he needed to have whipped the bails in the first attempt itself.

Lucknow almost won the game on its own because of how well Pooran played. But the last over of the game was very exciting. Lucknow needed one run from the last ball to win, and they had one wicket left. Harshal Patel tried to run Ravi Bishnoi out at the non-striker’s end, but he failed.
Even though the batsman tried to run the non-striker out of the game by throwing the ball at the stumps after the first attempt failed, the on-field umpire didn’t send the decision to the third umpire because throwing the ball at the stumps after a failed attempt to run out the non-striker is against the rules.

If Harshal had been able to remove the bails when Bishnoi was well away from the crease, the match would have gone into a Super Over. But Lucknow won the game in one of the most exciting ways possible.

Avesh Khan missed the ball from Harshal Patel, but Dinesh Karthik couldn’t get the ball in time for a run-out, so Avesh Khan had to run for his life to get the single. Because Karthik dropped the ball, Avesh Khan and Bishnoi were able to get a bye on the last ball, which gave them the win.
