There would still be 10 teams in the biggest and richest cricket league in the world. The Board of Cricket Control in India (BCCI) has made certain changes to the IPL 2023’s regulations and format.
IPL 2023 new rules changes and impact player rule meaning explained
The Indian board has split the ten teams into two groups of five teams for the 16th IPL season and has brought back the home and away match schedules.
Each team will compete in 14 games during the league round, seven of which will be played at home and seven away. The IPL 2023 will take place at 12 venues over the period of 52 days.
In the IPL 2023, captains will enter the field for the toss with two distinct team sheets and submit their final XIs following the toss.
According to an internal note from the IPL outlining the many changes to the playing circumstances, clubs would be able to choose their best XIs depending on whether they end up bowling or batting, with the appropriate impact player included.

1- Decision review system for wide and no balls
Players can now use the Decision Review System (DRS) to contest the umpires’ wide and no-ball rulings.
The regulation was first implemented in the Women’s Premier League (WPL) in 2023, and it will now be used in the 16th season of the IPL as well.
The first skipper to appeal an umpire’s wide ruling at the WPL season opener was Harmanpreet Kaur of the Mumbai Indians.
2- The ‘Impact Player’ Rule
The BCCI has also included a new “Impact Player” rule for the IPL 2023 that allows each club to replace one of its on-field players with any of the four replacements at any point during the match.
However, the replaced player will not be able to participate in the game going forward, not even as a replacement outfielder.
Notably, if a club chooses to start with four foreign players, the impact player must be an Indian. The teams have also been allowed to name their playing 11 after the toss depending on if they choose to bat or field first along with naming their impact player at the time.
