Carl Cheffers had previously surrounded himself with a number of criticism from the fans and teams as well. He and his crew are known for giving out the most penalties in NFL. During his in charge of the Super Bowl LV, his crew was involved in throwing the most penalties which ended up with the creation of a new Super Bowl record with 95 penalties.
