Due to the bad weather, the NFL Officiating page offered a review of the snow-related rules. Early in the game, the league’s official Twitter account said:
The grounds crew may legally remove snow from the goal lines, sidelines, end lines, and hashmarks.”
It further said:
They may not clean off areas where kickers and/or holders will be setting up for attempted kicks. Individual players may assist in clearing these areas using only their hands or feet.”

NFL Officials reveal rules regarding what referees can do with snow
That seems to imply that making snow angels before kicking is forbidden.
