He was born on 8 March 1988 in Balcatta, a suburb of Perth, Western Australia. His parents were Jill and Pascoe Ruffo, who got separated when Ruffo was three years old. Ruffo did his schooling at Balcatta Senior High School.

He died on 10 November 2023. At the time of his death, he was 35 years old.
